HCM software: what it is and what it costs

A full HCM software suite is estimated at $26 to $33 per employee per month on Paylocity, plus implementation of 10% to 20% of first-year spend, according to OutSail (July 24, 2026, third-party). Paylocity, Paycor and Rippling publish no prices on their own pricing pages (checked October 16, 2026).
Here is what an HCM suite includes beyond an HRIS, what it costs for 50 and 100 employees, and which smaller tools do the job for less.
HCM software (human capital management software) is a suite that combines employee records with payroll, time tracking, benefits, recruiting, performance and workforce planning in one system.

What HCM software includes
HCM is an industry label, not a legal one. Vendors use it for suites that start with an HRIS and add the rest of the employee lifecycle. A typical split:
| Module | Typical HRIS | Typical HCM suite |
|---|---|---|
| Employee records and self-service | Yes | Yes |
| Onboarding and e-signatures | Usually | Yes |
| Time off | Usually | Yes |
| Payroll and tax filing | Add-on or integration | Built in |
| Time and attendance | Sometimes | Built in or a module |
| Recruiting and applicant tracking | Sometimes | Module |
| Performance and compensation | Higher plans | Module |
| Benefits administration | Add-on | Module |
| Workforce planning and analytics | Basic reports | Module |
Typical industry usage, not a vendor quote. Check each vendor's module list; the same label covers different products.
The short version: an HRIS is the record system, and HCM is the record system plus payroll and talent tools. HRMS gets used for both. See the HR software hub for every type side by side.

The three suites most often sold as HCM (Rippling, Paycor and Paylocity) score lowest because they publish no prices. Gusto, Justworks and BambooHR are lighter systems with posted prices. Scores follow our scoring method; we did not test the products.
Rippling
HR records, payroll, IT and devices are sold as modules on one platform. The pricing FAQ says plans start at $8 per employee per month plus a base fee it does not state. Capterra reviewers (Sep 2025 to Aug 2026) say the price climbs with every module. More in Rippling pricing.

What HCM software costs for 50 and 100 employees
| Option | Price basis | 50 employees a month | 100 employees a month | First year at 50 |
|---|---|---|---|---|
| Paylocity full HCM (estimate) | $26 to $33 per employee | $1,300 to $1,650 | $2,600 to $3,300 | $17,160 to $23,760 |
| Paylocity core payroll and HR (estimate) | $18 to $22 per employee | $900 to $1,100 | $1,800 to $2,200 | $11,880 to $15,840 |
| Gusto Premium | $180 + $22 per person | $1,280 | $2,380 | $15,360 |
| BambooHR Pro (no payroll) | $17 per employee ($17.50 in its FAQ) | $850 to $875 | $1,700 to $1,750 | $10,200 to $10,500 |
| Justworks PEO Basic | $79 per employee | $3,950 | $7,900 | $47,400 |
| Rippling | From $8 per employee + base fee | $400 + base | $800 + base | $4,800 + 12 x base |
| Paycor | Quote only | n/a | n/a | n/a |
Math: per-employee price x headcount, or base + per-person fee x headcount. Paylocity first year = 12 months of the estimate plus implementation at 10% to 20% of that spend: low end $1,300 x 12 = $15,600 + 10% ($1,560) = $17,160; high end $1,650 x 12 = $19,800 + 20% ($3,960) = $23,760 (core: $10,800 + $1,080 = $11,880; $13,200 + $2,640 = $15,840). Other first-year figures are 12 x the monthly figure with no implementation fee, because none is published. Sources: OutSail (Jul 24, 2026, third-party estimate); Gusto, BambooHR, Justworks and Rippling pricing pages checked Oct 2026 (Oct 16, 2026).
The estimate is the only public number for a full suite, and it comes from a buyer advisor, not from Paylocity. Treat it as a range to test your quote against, not a price. Justworks costs more because a PEO fee covers co-employment and benefits access, not only software; see what a PEO costs per employee.
Features to check before you buy an HCM suite
- Price per module, in writing. Rippling, Paycor and Paylocity all price by module or package. Get each module's per-employee fee and the base fee.
- Implementation fee and timeline. OutSail puts Paylocity implementation at 10% to 20% of first-year spend. None of the three suites publishes an implementation fee.
- Tax filing guarantee. Rippling, Paycor and Paylocity publish no payroll tax penalty terms on the pages we checked. Ask who pays penalties from a filing error.
- Contract length and renewal. Not published by any of the three. Ask for the term, the notice period and any renewal increase cap.
- Support hours. Not published by any of the three. Capterra reviewers say only Rippling admins can reach live support.
- Data export on exit. Ask for the export format for employee records and payroll history, and how long you keep access after you leave.
When HCM is more than a small business needs
Under about 50 employees, most companies use a fraction of an HCM suite. Gusto Premium covers payroll plus HR and compliance tools at a posted $180 plus $22 per person, and BambooHR covers records, onboarding and performance from $250 a month for 25 or fewer people. Our small business HR software rankings compare those options by headcount. If payroll is the main job, start with HR and payroll software or the best payroll services instead. For a PEO that bundles HR tools and benefits, see the Justworks review, and for Gusto's plan-by-plan costs see Gusto pricing.
Enterprise HCM suites such as Workday are outside this comparison. We have no verified pricing for them, so we do not rank them.
Common mistakes when buying HCM software
- Comparing a quote for core payroll and HR against another vendor's full-suite quote. Ask every vendor to price the same modules.
- Signing for a promotional rate without the regular rate in writing. Paycor's 50% off for 6 months has no published base price.
- Leaving out implementation in the first-year budget.
- Assuming one system means no gaps. A Capterra reviewer (May 11, 2026) says Rippling left state tax registration to them.
Bottom line: Buy an HCM suite when you need payroll, time, recruiting and performance in one system for 50 or more people. Below that, a posted-price tool usually costs less. Get three written quotes for the same modules and compare them with the OutSail range.
