Enterprise payroll software for larger companies: scores, estimated costs and what to ask
We may earn a commission when you sign up through some links on this page. Commissions never change our scores or the order of our lists. How we make money.
None of the main enterprise payroll providers (ADP Workforce Now, Paycom, Paylocity, Paycor, isolved, Rippling) publishes a price; every pricing page we checked on October 16, 2026 asks for a quote. The best dated estimates put Paylocity at $18 to $22 per employee per month for core payroll and HR (OutSail, July 2026) and Paycom at $4 to $6 per employee per pay run (Fit Small Business, July 2026), plus implementation fees.
Below: the providers in score order, what 200 employees might cost, and the questions that get you a comparable quote.
Enterprise payroll software is payroll built for larger and multi-state employers, usually sold as part of a human capital management suite with HR, time, benefits and talent modules, priced by quote and implemented by the vendor.

For larger companies, payroll is rarely a self-serve purchase. Every provider on this page sells through sales, prices by module and headcount, and charges for implementation. The estimates we show come from advisory firms and review sites, not from the vendors, and we say whose figure each one is. For smaller teams with published prices, see best payroll software.

Scores from HRPricing's published scoring (HRPricing scores, last updated Oct 17, 2026). Ties are broken by price points, then complaint points: Paycom (4 complaint points) ranks above Paylocity (2), and isolved (3) above Paycor (2). Prices checked Oct 16, 2026.
These scores are low on purpose. Our payroll score gives up to 25 points for published prices and up to 15 for published contract and exit terms, and none of these providers publishes either, so they lose most of those points. Read the scores as a measure of how much you can verify before talking to sales, not of product quality. ADP Workforce Now is not scored because we did not check its pages. How the numbers are built: our scoring method. We compare published terms, prices and documented complaints; we did not test these products.
The providers
Rippling
Payroll inside an HR, IT and device platform, with global payroll, EOR and a PEO option. Rippling's FAQ says "plans start at $8 per employee per month, with a monthly base fee," but it does not state the base fee or which product the $8 buys.
Capterra reviewers (September 2025 to August 2026) say modular pricing is hard to budget and costs climb with modules and headcount. G2: 4.7 from 14,535 reviews; Trustpilot: 4.5 from 2,548 (Oct 16, 2026).

Paycom
Single-database HCM where employees review their own paycheck before it runs (Paycom calls this Beti), with "ongoing support from a dedicated specialist" at no extra cost. Pricing is custom and a one-time implementation fee applies, amount not published.
Estimate: Fit Small Business (updated July 7, 2026, from a quote it received) cites $4 to $6 per employee per pay run, $6.95 per W-2, a $75 annual transmittal fee, $4 per employee for time and attendance, and implementation of $500 for 15 employees and $1,200 for 40. G2: 4.7 from 11,663 reviews; Trustpilot: 3.9 from 718 (Oct 16, 2026).

Paylocity
Payroll, HR, time, benefits and recruiting with an employee community app, and global payroll in 100+ countries. The site segments buyers at 1 to 99, 100 to 499 and 500+ employees. Pricing is form only.
Estimate: OutSail (July 24, 2026, from its mid-market advisory data) cites $18 to $22 per employee per month for core payroll and HR, $26 to $33 for the full HCM, and implementation at 10% to 20% of first-year spend. G2: 4.4 from 6,311 reviews; Trustpilot: 1.3 from 129 (Oct 16, 2026).

isolved
HCM platform (payroll, HR, time, benefits) sold direct and through reseller "Network Partners," so your contract, support and price may come from the reseller rather than isolved. No prices on the site.
No credible third-party estimate in our research. G2: 4.3 from 1,328 reviews; Trustpilot: 3.0 from 54 (Oct 16, 2026).

Paycor
Payroll, HR, time, recruiting and benefits administration, quote only. Paycor's pricing page advertises 50% off for the first six months without stating the base price.
Estimate: Fit Small Business (updated May 29, 2026) says Paycor formerly published "starting at $99 plus $5 per employee monthly" and is now custom-priced. G2: 4.0 from 2,018 reviews; Trustpilot: 1.6 from 166 (Oct 16, 2026).

ADP Workforce Now
ADP's mid-market and enterprise HCM. We did not check a Workforce Now pricing page in our October 2026 research, and ADP published no price for any payroll product we did check (RUN and TotalSource are both quote only). Treat it as quote only.
We have no dated third-party estimate for Workforce Now, so we show none. ADP's Trustpilot page (1.2 from 3,126 reviews, Oct 16, 2026) covers every ADP product, not Workforce Now alone.
What enterprise payroll really costs
| Provider | Estimate | Math for 200 employees | Per year |
|---|---|---|---|
| Paylocity, core payroll and HR | $18 to $22 PEPM | 200 x $18 = $3,600; 200 x $22 = $4,400 a month | $43,200 to $52,800 |
| Paylocity, full HCM | $26 to $33 PEPM | 200 x $26 = $5,200; 200 x $33 = $6,600 a month | $62,400 to $79,200 |
| Paylocity implementation | 10% to 20% of first-year spend | 10% of $43,200 = $4,320; 20% of $52,800 = $10,560 (core) | $4,320 to $10,560, one time |
| Paycom, biweekly payroll | $4 to $6 per employee per run | 200 x $4 x 26 runs = $20,800; 200 x $6 x 26 = $31,200 | $20,800 to $31,200 |
| Paycom W-2s and transmittal | $6.95 per W-2 + $75 | 200 x $6.95 = $1,390 + $75 | $1,465 |
| Rippling, floor | $8 PEPM + unstated base fee | 200 x $8 = $1,600 a month before the base fee and modules | $19,200 plus base fee |
Estimates: OutSail (Jul 24, 2026) for Paylocity; Fit Small Business (Jul 7, 2026, from a quote) for Paycom; Rippling FAQ (rippling.com/pricing) for the $8 floor. None are vendor price lists. Checked Oct 16, 2026.
The pattern across estimates: a per-employee monthly fee (or a per-run fee at Paycom), extra modules for time, benefits and talent, per-form year-end fees, and a one-time implementation charge that can run into five figures. Paycom confirms on its own pricing page that a one-time implementation fee applies. Use our payroll cost guide for smaller teams and the employee cost calculator for the taxes on top.
These figures are estimates for budgeting, not quotes. OutSail's Paylocity numbers come from its own advisory deals, and the Paycom figures come from a single quote Fit Small Business received.
Quote-only reality: how to get a real number
- Write down your counts first. Employees by state and country, pay frequencies, union or prevailing wage groups, and how many W-2s and 1099s you issue.
- Ask for every module priced separately. Payroll, time, benefits administration, ACA reporting, recruiting and learning, so you can drop what you do not need.
- Get per-employee and per-run fees in writing. Paycom's reported model charges per employee per pay run, so weekly payroll costs more than biweekly.
- Get the implementation fee and what it includes. Data migration, prior-quarter history, integrations and parallel runs.
- Ask for year-end fees. W-2 printing, transmittal fees (Paycom is reported at $6.95 per W-2 plus $75), and corrections.
- Ask for the renewal cap. A price increase limit for years two and three, written into the order form.
- Get two or three quotes. Sales teams price against each other. Our Paycom vs. Paylocity comparison and Paycor vs. Paylocity comparison show where they differ.
What to ask in a payroll RFP
| Ask | Why it matters |
|---|---|
| Who files and deposits taxes, and under whose name? | With a payroll service the tax liability stays with you. Only an IRS-certified PEO takes it on (26 USC 3511). |
| What does your tax filing guarantee cover, and does it include interest? | We found no published guarantee terms for any provider on this page. Smaller providers that do (ADP RUN, Gusto, QuickBooks Elite) cover penalties with conditions such as notice deadlines, liability caps or a top-plan-only rule. |
| Do you register state tax accounts, or do we? | Most providers expect you to register and give them the ID numbers. |
| How are multi-state and local taxes handled when an employee moves? | Wrong-state reporting after a move is a common complaint across providers. |
| What is the notice period and early termination fee? | No enterprise HCM here publishes cancellation terms. |
| How long can we download W-2s, registers and returns after we leave? | Record access after cancellation is rarely in the contract unless you ask. |
| Who is our support contact, and what are the hours? | Support is the most common complaint in our review research. Paycom names a dedicated specialist; others do not publish hours. |
| Are we contracting with you or a reseller? | isolved is often sold by resellers, which changes who supports you. |
| What does implementation include, and what happens if go-live slips? | Implementation can cost 10% to 20% of first-year spend (OutSail estimate for Paylocity). |
| Can you run global payroll or EOR, and through whose entities? | Paylocity cites 100+ countries; Rippling offers global payroll and EOR. |

Implementation timelines
None of these providers publishes a standard implementation timeline in our research, and we did not find a sourced figure we trust, so we do not quote one. What we can say: implementation is priced separately (Paycom states a one-time fee; OutSail estimates 10% to 20% of first-year spend for Paylocity), and reviewers of other HR providers describe setups that took most of a year to fix (TriNet, Capterra, Oct 2, 2026).
Plan the switch for a quarter start, ideally January 1, so one provider owns each quarter's Form 941 and state wage reports. Our payroll outsourcing guide has a mid-year switch checklist.
Enterprise payroll, PEO or HR suite?
Enterprise payroll keeps you as the only employer and gives you the most control. A PEO bundles benefits and HR but sets the plans and shares the employer role; see best PEO companies and PEO vs. payroll service. If you want HR and payroll in one login and would rather see some published prices, look at HR and payroll software first.
Bottom line: No enterprise payroll provider publishes a price, so the buyer who gets three written quotes with every module, per-run fee, year-end fee, implementation charge and renewal cap separated will pay less than the buyer who takes the first bundle. Use the estimates above to sanity-check what you are quoted.
