Rippling vs Justworks: prices, PEO terms and who each fits
We may earn a commission when you sign up through some links on this page. Commissions never change our scores or the order of our lists. How we make money.
Justworks publishes its prices and Rippling does not: the Justworks PEO runs $79 a head monthly on Basic or $124 on Plus, and its payroll-only plan is $50 a month plus $8 a head (Justworks pricing page, checked October 16, 2026). Rippling says only that plans "start at $8 per employee per month, with a monthly base fee," and Rippling PEO is quote only. For 10 employees, Justworks PEO Plus is $1,240 a month before health premiums; Rippling's PEO price is whatever your quote says.
Justworks fits a small US company that wants PEO benefits at a price it can check before calling sales. Rippling fits a growing company that wants payroll, HR, IT, devices and overseas hiring in one system and will negotiate for it. On our published-terms scores Justworks leads on every scale: 67 vs 11 as a PEO, 42 vs 21 for payroll.

Both companies sell two things that get confused: payroll software, where you stay the only employer, and a PEO, where the provider co-employs your staff and puts them on its large-group health plans. Justworks is a PEO first, with a cheaper payroll-only plan. Rippling is an HR and IT platform where payroll, PEO, global payroll and employer of record are each separate products added to the same employee record. If you are not sure you need a PEO at all, read PEO vs payroll service first.

Scores measure published prices, terms, support access and documented complaints; they follow our scoring method. Rippling scores low mainly because it publishes almost nothing we can check, not because of a known failure.
What each costs for 5, 10 and 25 employees
| Team | Justworks Payroll | Rippling payroll (estimate) | Justworks PEO Basic | Justworks PEO Plus | Rippling PEO |
|---|---|---|---|---|---|

| 25 employees | $50 + (25 x $8) = $250 | (25 x $8) + $35 = about $235 | 25 x $79 = $1,975 | 25 x $124 = $3,100 | Quote only |
From the Justworks pricing page and Rippling's pricing FAQ (both Oct 16, 2026). The $35 Rippling base is a quote Forbes Advisor reported (Jan 2026), cited by Gusto, a competitor (Aug 2, 2026); it is not a Rippling list price. Fees only; premiums, workers' comp and payroll taxes are extra.
On payroll alone, the Rippling estimate can come in below Justworks Payroll, but only for payroll. Rippling prices HR, time tracking, benefits administration, IT and devices as separate modules, and reviewers say the bill climbs with each one (Capterra). Justworks bundles HR tools and 401(k) into PEO Basic and health plan administration into Plus.
What a 10-person PEO actually costs
The PEO fee is the smallest line on the invoice. For 10 employees earning $50,000 each on Justworks PEO Plus:
- Justworks Plus fee: $1,240 x 12 = $14,880 a year.
- Employer Social Security and Medicare at 7.65% on $500,000 of wages: $38,250 (no one here passes the 2026 Social Security wage base of $184,500).
- Federal unemployment tax, net 0.6% on the first $7,000 per person: $42 x 10 = $420.
- Subtotal before state tax, workers' comp and premiums: $14,880 + $38,250 + $420 = $53,550.
Still to add: state unemployment tax (2026 SUTA rates by state), workers' comp (workers' comp cost by industry) and the employer share of health premiums. Those last two are where PEO quotes differ most, so ask Rippling and Justworks for them as separate lines. The tax lines for your state are in the employee cost calculator, and our PEO cost breakdown shows how each invoice line works.
Justworks raised both PEO tiers in 2026. Costbench snapshots show Basic going from $59 to $79 and Plus from $109 to $124 between March and July 2026, though the site notes the plans were restructured (Costbench). A published price can still change at renewal.
Choose Justworks if
- You want PEO health benefits and a per-employee fee you can see before talking to sales.
- You are a US company under a few dozen people and do not need IT, device or app management.
- You want an IRS certified PEO, so the PEO is treated as the employer for federal employment taxes on the wages it pays.
- You may hire one or two people abroad and are fine paying $599 per employee per month for the EOR add-on.
- You might start on payroll only at $50 plus $8 per employee and move up to the PEO later.
Justworks
PEO Basic $79 and Plus $124 per employee per month; Payroll $50 + $8 per employee (checked Oct 16, 2026). No setup fee. Health premiums extra.

Choose Rippling if
- You want payroll, HR, app access, laptops and devices run from one employee record.
- You hire abroad and want global payroll ("185+ countries") or EOR in the same system as US staff. See the Rippling EOR review.
- You want the option to switch between PEO and plain payroll later without changing platforms.
- You are a VC-backed startup that qualifies for Rippling's six months free.
- You are ready to negotiate a quote and read the order form, because Rippling publishes neither prices nor terms.

Contract and exit terms
Neither company publishes how to leave. Justworks keeps its PEO contract (the Customer Service Agreement) private, and its site terms only reserve the right to close accounts and retain data where the law says so. Rippling's terms page returned an error when we checked on October 16, 2026. Before you sign either, get these in writing:
- The contract term, renewal date and the notice needed to cancel.
- Any fee for leaving mid-year, and whether unused months are billed.
- How long you keep access to payroll registers, tax filings and W-2s after you leave.
- Who files the final quarterly returns and the year-end W-2s.
- For the PEO: the minimum headcount and what happens to health coverage and the 401(k) on exit.
One Justworks reviewer reports it took about three months to get old tax records after leaving (Trustpilot, Sep 24, 2026). Download everything before your last payroll on either platform.
Switching between Rippling and Justworks
Justworks PEO to Rippling PEO
- Benefits change. Your team leaves Justworks' plans and joins Rippling's carriers. Time the move to your plan renewal so deductibles do not restart midyear.
- 401(k) moves. Plan assets roll to a new plan, which founders on Hacker News call the hardest part of changing providers (HN comment).
- Year-to-date wages. Because Justworks is IRS certified, 26 USC 3511(b) lets wages already paid this year count toward the Social Security and FUTA limits after you leave it. Rippling PEO was not found on the IRS list under its own name, so ask Rippling in writing which entity will employ your staff and how it credits year-to-date wages.
Rippling to Justworks
- Read your Rippling order form for the term end date and notice period before you give notice.
- Export payroll history, tax filings, I-9s and documents from the HR module. If you used Rippling's IT or device modules, plan how you will replace them, since Justworks does not sell them.
- Ask Justworks for the answer to its own minimum-headcount FAQ, which its pricing page does not show.
Timing: switch on January 1 or a quarter start if you can. Q4 2026 runs to December 31 and its Form 941 is due February 1, 2027 (IRS). Get in writing who files each quarter's 941 and state wage report. One Hacker News commenter says a missed report after a switch took their state unemployment rate from 0.8% to 12.75% (HN, Aug 17, 2026).
Documented complaints about each
Justworks
- Support that responds but does not fix the problem: "responsive, but not helpful" (Mar 24, 2025), with similar reviews on Feb 13 and Jun 6, 2026.
- Payroll held or taxes filed wrong: international payments held about 12 days (Aug 7, 2026); a state chasing the employer after Justworks mishandled payroll taxes (Jul 7, 2025).
- 401(k) and FSA errors: terminated employees left in the 401(k) plan (Sep 18, 2026); FSA funds held (Nov 22, 2025).
- Billing at the wrong plan rate, a Basic account "charged at max rate" (Mar 6, 2026), and West Coast users paying for an upgraded tier to get support in their business hours (Dec 2, 2025).
Source: Trustpilot, Justworks (2.1 from 37 reviews). G2 shows 4.6 from 1,127 reviews (seen Oct 16, 2026).
Rippling
- Modular pricing that is hard to budget, rising with each module and each hire (Capterra, eight reviews from Sep 2025 to Aug 2026; also Hacker News).
- Slow support on complex issues, and only administrators can reach live support.
- State tax registrations left to the client (May 11, 2026).
- An employer health fund contribution shown twice (Dec 29, 2025).
Source: Capterra, Rippling reviews page 6. Rippling shows 4.5 from 2,548 reviews on Trustpilot and 4.7 from 14,535 on G2 (seen Oct 16, 2026). These cover all of Rippling; we found no PEO-specific review profile.
Where to go next
For the full PEO field ranked by score, see the best PEO companies. If Justworks is your front-runner, compare it with a larger PEO in Justworks vs TriNet, or read Justworks alternatives. If you lean toward Rippling for software rather than a PEO, see Gusto vs Rippling, Rippling vs ADP and Rippling vs Paylocity. Vendor detail lives in the Justworks review, the Rippling PEO review and Rippling pricing. Payroll-only buyers should also check payroll software ranked by score and HR and payroll suites.
Bottom line: Justworks is the one you can price today, at $79 or $124 per employee per month for the PEO, and it outscores Rippling on our published-terms scale (67 vs 11 as a PEO). Rippling is worth a quote if you want HR, IT and global hiring in one system, but get its PEO price, contract term, exit terms and certifying entity in writing before you compare.
