Employer of record in Norway: costs and rules

In Norway an employer of record pays 14.1% employer national insurance on top of a NOK 380,000 salary in zone I, according to Skatteetaten's 2026 rates, or about 15.6% once a 2% occupational pension minimum is added (our estimate, using a pension rate and G amount not yet confirmed officially), and a provider adds its own monthly charge, from $199 per worker at Payoneer Workforce Management (formerly Skuad) to $699 at Oyster on October 2026 price lists. Holiday pay is what US employers most often misread: feriepenger is 10.2% of the previous year's earnings paid in place of salary during the holiday, so it shifts when pay arrives rather than adding 10.2% on top.
An employer of record in Norway is a Norwegian-registered employer that takes your hire onto its payroll, reports and pays employer national insurance to Skatteetaten and runs the pension scheme, while you lead the work.

What changes when the hire is in Norway
At our sample salary Norway costs an employer at least 14.1% on top of pay (about 15.6% with our pension estimate), well under half of Sweden's 32.60% in our data. That is not yet the full employer cost: occupational injury insurance is not priced and the pension figures are not confirmed. The rules behind that number have quirks.
- The NIC rate depends on the zone, from 14.1% down to 0% (table below), and there is no cap on the base.
- The 5% extra employer NIC on pay above NOK 750,000 no longer appears on Skatteetaten's rate page. Some guides still add it.
- Every employer needs an occupational pension (OTP). Our data puts the minimum at 2% of salary between 1G and 12G, a figure we have not yet confirmed from an official source along with the 2026 G amount. Occupational injury insurance, priced by insurers, adds a further cost we have not checked.
- There is no statutory minimum wage. Generally applicable collective agreements set sector minimums instead.
- Leave is 25 working days (Saturdays count, so about 4 weeks plus 1 day), with an extra week from age 60.
- No statutory severance. The main exit cost is pay through the notice period, which our data shows as 1 month by default, rising with service and age to as much as 6 months (Working Environment Act s.15-3), with probation of up to 6 months. Both figures are not yet confirmed against Lovdata, which blocks automated reading.

| Employer NIC | 14.1% x 380,000 | 53,580.00 |
| Salary plus NIC (confirmed) | 14.1% | 433,580.00 |
| Occupational pension (OTP), minimum | 2% x (380,000 minus 130,160) | 4,996.80 |

| Employer cost with OTP (estimate) | 15.6% | 59,281.35 |
| Salary plus employer cost | 439,281.35 | |
| EOR fee | $599 x 12 = $7,188 at 9.50 NOK per USD | 68,286.00 |
| All-in for one year | 507,567.35 |
Math: 53,580 + 4,996.80 + 704.55 = 59,281.35 (15.6% of 380,000). The OTP minimum and the G amount (NOK 130,160 is the 2025 figure) are not yet confirmed from an official source. Exchange rate: ECB cross rate, Oct 15, 2026. Sources: Skatteetaten; Deel and Remote pricing pages. Checked Oct 2026.
Holiday pay is not a separate line because it replaces salary during the holiday weeks; the net extra cost is small. Where the collective agreement grants a fifth week, holiday pay is 12% instead of 10.2%. Choosing the best EOR for Norway
Our ranking follows published scores (scoring method): Multiplier 79, Oyster 64, Remote 62, Deel 54. Multiplier charges $459 a month on annual billing or $499 monthly; Oyster charges $699 with a deposit of at least one month's service cost refunded as a credit about 60 days after the end date; Remote and Deel list $599. Remote's terms default to 12 months with auto-renewal. Read the best employer of record rankings and the Remote, Oyster and Deel reviews, then ask each provider for the OTP pension provider and rate it uses in Norway.
Contractor, EOR or your own Norwegian company
A Norwegian contractor costs no employer NIC or pension, and that saving is what an exclusive, full-time contract puts at risk: if it is reclassified, the 14.1% and the OTP become due. A contractor of record carries that risk; a contractor management platform only pays invoices. An EOR fee of NOK 68,286 a year per person is the number to beat if you open your own company; the EOR versus entity guide shows how to compare.
