Paying international contractors: contractor management software compared

Contractor management software costs $29 to $49 per contractor per month at the big platforms: Remote and Oyster at $29, G-P at $39, Multiplier at $40 and Deel at $49, according to their pricing pages checked October 16, 2026. If you want the provider to take on the risk that a contractor is really an employee, a contractor of record costs $149 to $400 per contractor per month.

Contractor management software is a platform that issues contracts, collects invoices and pays independent contractors, often in other countries and currencies, for a monthly fee per contractor; the contractor stays self-employed.

  1. Pay them yourself. A bank wire or a business payments account. Wise Business, for example, is a multi-currency business account used to send international payments. You keep the contract, records and classification risk.
  2. Use contractor management software. The platform issues the contract, collects invoices and pays in local currency. The risk that a contractor is really an employee still sits with you.
  3. Use a contractor of record or agent of record. The provider contracts with the worker and takes on some or all of the classification risk. More in what a contractor of record covers and EOR vs AOR.

We have not published scores for this product category yet, so these providers are listed by published starting price, lowest first. Their employer of record scores are on our scored EOR list.

Best for the lowest per-contractor fee

Papaya Global

Papaya Global lists Contractor Management at $2 per contractor per month, beside a $3 Payments license. It is the lowest published contractor price we found; pricing may vary by country.

Best for paying only in active months, with an indemnity option

Remote

Remote Contractor Management starts at $29 per contractor and bills only for contractors active that month. Contractor Management Plus at $99 adds $100,000 of indemnity per contractor ($1M aggregate), and Contractor of Record is $325.

Best for a free trial

Oyster

Oyster charges $29 per contractor per month and gives the first 30 days free. Trustpilot reviewers (3.8 from 271 reviews) report late or held payments in 2025 and 2026, so test a payment run in your contractors’ countries first.

Best for a flat price

Playroll

Playroll shows contractor management at $35 per contractor, flat. Its Trustpilot page has 14 reviews, too few to judge service.

Best for irregular invoices

Globalization Partners (G-P)

G-P Contractor costs $39 and is charged only in months you pay an invoice, with lower rates for larger pools. It pays invoices in 190+ countries.

Best if you want contractor of record from the same provider as EOR

Multiplier

Multiplier lists contractors at $40 and contractor of record at $400 per month, billed annually. Its own FAQ says contractors “start at $400,” which conflicts with the $40 tier, so confirm the price on the order form.

Best for the widest product range on one platform

Deel

Deel charges $49 per contractor per month, the highest of the big platforms, and $325 for Contractor of Record, where Deel takes on classification liability. In older Hacker News comments (2022 to 2023), users noted that the $49 minimum can exceed what some freelancers are paid, and one Deel contractor described paying “almost 100$ each month just to make a transfer.”

Best for agent of record with a classification check

Atlas

Atlas AOR costs $199 per contractor per month. A $99 classification assessment is credited toward the subscription if you go ahead. The price excludes taxes, FX and third-party fees.

What it costs for 5, 10 and 25 contractors

Deel or Remote contractor of record, $325$19,500$39,000$97,500

Math: price x contractors x 12, assuming each is paid every month. Remote and G-P bill only active or invoiced months, so a part-year contractor costs less. FX and payout fees are extra. Pricing pages checked Oct 16, 2026.

Billing rules change the total more than the list price does when contractors are paid irregularly. A contractor who invoices four months a year costs $116 at Remote ($29 x 4), which bills only active months. Multiplier quotes $40 a month on annual billing; if that covers all 12 months, the same contractor costs $480 ($40 x 12), so ask how idle months are billed.

Misclassification risk when contractors work abroad

A contractor in another country is judged by that country’s rules, not by the contract’s label. If a local authority or court decides the person is really an employee, your business can face the costs an employer would have paid, such as social contributions, paid leave and termination rights. Each country uses its own test.

The US IRS test is a useful guide to the questions most tests ask. It weighs behavioral control (do you control how the work is done?), financial control (who sets pay, supplies tools, covers expenses?) and the type of relationship (is it ongoing, with benefits, and core to your business?). California’s ABC test goes further and presumes employee status unless the hiring business proves all three prongs. A full-time worker with one client, set hours and your equipment looks like an employee almost anywhere.

Buyers raise this often. Job seekers in India now write “Contractor or EOR both work” in Hacker News hiring threads, and employers there warn that “you cannot treat a contractor as an employee.” If the role is full time and long term, compare the contractor cost with an EOR. The country rules are on our India, Philippines, Mexico and Brazil pages.

Contractor management software does not take on classification risk. Remote’s Contractor Management Plus ($99) includes $100,000 of indemnity per contractor; Deel’s Contractor of Record ($325) takes on classification liability. Read what each covers before relying on it.

FX and payout fees

  • Pebl’s contractor help center (Sep 19, 2025) says it charges a 3% currency conversion fee when a contractor takes pay in a currency other than the contract currency.
  • Atlas AOR excludes taxes, FX and third-party fees from its $199 price.
  • Gusto lists global contractor payments at $5 per payment to US bank accounts with no monthly per-contractor fee, and says FX rates “may vary.”
  • Deel: one contractor on Hacker News (an older, undated comment from about 2023) said they paid almost $100 a month just to make a transfer.

Ask each provider for the exchange rate source, the markup and any withdrawal fee your contractor pays. The contractor’s side of the cost affects whether they accept your rate.

Gusto and US payroll tools for contractors

Gusto’s pricing page lists no contractor-only plan; US contractors are billed at the plan’s per-person rate in months they are paid, on plans from $49 base plus $6 per person. Its international contractor option is the $5-per-payment add-on above. US-only alternatives with contractor pricing: Square Payroll at $6 per contractor paid with no base fee, QuickBooks Contractor Payments at $25 a month including 20 contractors plus $2 each after that, and Wave at $40 base plus $6 per contractor paid. For US 1099 workers, see contractor payroll for US 1099 workers.

When to move a contractor to an EOR

An EOR at $599 (Deel or Remote) costs $550 a month more than Deel’s $49 contractor fee, or $6,600 a year more per person. You get a legal employment contract, statutory benefits and the classification question goes away. You also take on the country’s employer contributions, which you can check in our employer cost index and price with the international employee cost calculator.

Common mistakes

  • Treating the platform as legal cover. A contract template does not change how the work is done.
  • Paying for idle months. Remote and G-P bill only active or invoiced months; Multiplier quotes its contractor price on annual billing, so ask whether idle months are charged.
  • Ignoring the contractor’s FX cost. A 3% conversion fee on a $3,000 invoice is $90.
  • Keeping a full-time contractor for years. That is the profile most likely to be treated as an employee.

Frequently asked questions

How much does contractor management software cost?
Published prices checked October 16, 2026: Papaya Global $2, Skuad from $19, Remote from $29, Oyster $29, Playroll $35, G-P $39, Multiplier $40 (billed annually) and Deel $49 per contractor per month. Contractor of record services cost $149 (Rivermate) to $400 (Multiplier).
What is the cheapest way to pay international contractors?
Paying them directly by bank transfer or a business payments account has no platform fee, but you handle contracts, records and the classification risk. Among platforms, Papaya Global lists $2 per contractor per month and Remote and Oyster $29 (checked October 16, 2026). FX costs apply either way.
Does Gusto have a contractor-only plan?
Gusto’s pricing page, checked October 16, 2026, lists no contractor-only plan. US contractors are billed at the plan’s per-person rate in months they are paid. Its global contractor payments add-on is listed at $5 per payment with no monthly per-contractor fee, and FX rates may vary.
What is a contractor of record?
A contractor of record contracts with the worker on your behalf and takes on the risk that the worker is misclassified. Deel and Remote charge $325 per contractor per month, Multiplier $400 and Rivermate from $149 (checked October 16, 2026). It costs more than contractor software but less than an EOR at $599.
Can I be fined for misclassifying a contractor abroad?
Yes, under the rules of the contractor’s country, which can treat the person as an employee and require employer contributions, leave and termination rights. Each country has its own test. Remote’s $99 Contractor Management Plus includes $100,000 of indemnity per contractor ($1M aggregate); check what the indemnity covers.
Should I hire an overseas worker as a contractor or through an EOR?
A contractor costs $29 to $49 a month on a platform; an EOR costs $599 at Deel or Remote (checked October 16, 2026). If the person works full time, only for you, on your schedule and long term, an EOR removes the classification risk for $6,600 a year more than Deel’s $49 contractor fee ($550 x 12).
